release-environments fails because QA image is not built

A new deployment to release environment is perform on every new merge to stable branches in security mirror of GitLab canonical.

In some cases, the pipeline failed (e.g.). Upon investigation, I found out that it was because the QA image was not available (https://gitlab.com/gitlab-org/security/gitlab/-/jobs/8475739096#L111).

Exit Criteria

• QA image is always built for release environments to use
