Internal releases: Test the ability to generate internal packages.

Context

To remediate GiLab Dedicated instances within remediation SLAs, release managers need to build and deliver a private package to single tenant SaaS instances without disclosing the vulnerability and starting a patch release.

&1373 (closed) focuses on the ability to build such packages, including updating release tooling and GitLab projects to support a new package notation. Before using internal packages in high-severity security incidents and delivering them to Dedicated customers, we should test the creation rollout and installation of a package on a Dedicated instance.
