Faulty CI configuration on the patch release publish stages.

There appears to be a bug in the CI configuration for the patch release publish stages. Today while trying to publish, I clicked on the security_release_publish:start job which succeeded but the following jobs didn't start automatically:

I retried again with no luck

This issue is to fix the CI configuration so release managers can publish the patch via pipeline
