Output for production check on incident issues can be confusing

This was from production#5504 (closed), in which cny-web was violating its apdex. At the same time, we had a production deploy in progress.

However, the formatting of this message makes it look like the "🔴 active deployment" is a legend for the cny-web bullet list, when really it's a separate thing -- cny-web is violating apdex and there's a production deployment happening -- we're not deploying to cny-web.
