Deprecate the internal critical security release process
Critical security release processes are used as out-of-band patch releases that required to be expedited, the exact reasons for using this process will be defined on #20165.
Internally, the critical process uses a different set of steps for the regular patch release process, these steps require manual release manager intervention, creating significant friction to perform this type of release.
With the latest automation introduced for patch releases, The critical security release process uses a specific template that requires multiple manual steps. With the automation of patch releases, the process used for regular patch releases can be adjusted to be used for critical security releases. This means we can internally deprecate the manual critical process in favor of the automated one.
