Pre-populate metadata from the most recent release

In order to resolve #1646 (closed), we're going to fetch the previous release's metadata so that a new run overwrites data if there's a change. This will allow a CNG-only change to still contain the previous tag's omnibus-gitlab-ee metadata.

This will be implemented behind the prepopulate_metadata feature flag, and this issue can be closed once it's removed.
