Lack of metrics for nginx services

We do not have visibility into how well the nginx ingress is behaving. Metrics are being captured, but we have no dashboards, nor any SLI/SLO's configured for this service.

Utilize this issue to track progress towards making an appropriate dashboard and alerting for this service as necessary.
