Set up runners on Pre to allow for Registry tests to be run
To support Registry QA tests we need to have runners available on Pre. As discussed in the APAC K8s demo we want to avoid using the shared runners in Staging as this adds more problems, instead, we should try to set up runners on Kubernetes running just for Pre.
