[14.1] Cleanup every workhorse code reference
During 13.10 workhorse was merged into GitLab-org/gitlab.
Once we reach 14.1.0 the security backport window will only include 13.11, 13.12, and 14.0.
At that point, we could remove all the workhorse references from release-tools
.
