Observe KAS metrics for utilisation and tweak HPA, requests, and limits as necessarily

As part of the KAS readiness review it was highlighted that we should go back and review the utilisation metrics for Kas as we roll it out, and continue to tweak the HorizontalPodAutoscaling settings, as well as the requests and limits to make sure we doing the best we can for utilisation and cost.
