Move the asset sync from deployer to release-tools

Responsibilities

This does an rsync of assets to the asset bucket. To do this, it either uses the registry image that was created for assets, or extracts it from the package. Maybe it would be better to leave this in deployer but there is no Ansible requirement for this.

• release-tools

To me this is a hard dependency of the deploy, and makes sense to be in the deployer.
