Rollout the API service in Kubernetes in gprd

Utilize this issue to track the necessary work to enable Kubernetes in our prod environments to taking API traffic. This issue can be closed when we can safely remove the API fleet of servers from production.

Take learnings from #1558 (closed)

Consider running the API is a single zone to determine any new blockers or issues with the Kubernetes method of deployment of this service.

Milestones

• Deployed in Canary
• Dedicated API fleet created in our prod clusters
• Canary Stage is taking in traffic
• Main Stage is taking in API traffic
  • Consider a slow zonal rollout and heavy monitoring
• API VM fleet is removed from our haproxy configurations
