Create KAS production deployment

Utilize this issue to track the work necessary to create a deployment for the gprd environment for the kas service. Utilize gitlab-com/gl-infra/k8s-workloads/gitlab-com!521 (merged) as a guideline for how this was accomplished in prior environments.

This issue can be closed when the deployment to production has completed without error.
