Move dev.gitlab.org to GCP

It is a bit of a pain right now to monitor dev because it is in azure, we have node exporter metrics but that is it. I suggest we move it over to GCP, into the gitlab-ops project. It should be a fairly simple transition.

• Add dev to the terraform config for ops, with a new dns entry
• Shut down dev.gitlab.org
• Transfer the database and storage dir
• Bring up the new dev.gitlab.org
