Upgrade PreProd to Helm3

Utilize this issue to track the progress in testing the upgrade path to helm 3. For any issues we run into that are blockers, ensure that we create issues to address. This may include needs to address tooling upgrades/modifications, infrastructure changes, and situational blockers that need to be raised with other teams.

Milestones

• Test 2to3 dry-runs for all releases in preprod
• Run helm 2to3 dry-runs in our pipelines (all environments)
• Perform the 2to3 migration for the gitlab release
• Perform the 2to3 migration for the other releases
• Switch CI to use helm3 for just preprod
