Add deployment tags to HPAs
We currently use a schema for custom labels on containers so that stage and type etc labels can be associated with container metrics.
We need to apply a similar scheme to HPAs, so that we can better associate HPAs with the deployment, stage, type etc.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage.
