Investigate impact of interrupted connection when cycling pods servicing git https traffic

• How long are we currently waiting before connections are terminated on omnibus VMs? Currently ~3 minutes
• How long are we waiting before terminating connections in K8s? Currently ~2 minutes (previously 10 seconds)
• What are the connection duration times for git https operations, in percentiles to get a sense of customer impact for pod terminations? for all projects, the 99th percentile is around ~10 seconds. For gitlab namespaced projects we see some 99th percentile spikes over 2 minutes.
