Document Redis strategy for FY26 and FY27

We need a short summary of the "state of redis" as well as ongoing/planned work for Redis in FY26 as well as what we think our strategic direction will be for FY27.

Our FY26 strategy started with Migrate redis away from omnibus gitlab installa... (&17 - closed) where we discussed moving away from Omnibus deployments. We have also decided that we should do the following:

  1. Evaluate MemoryStore where we can to reduce operational overhead
  2. Move away from Redis on K8s to Chef managed cluster
  3. Move away from Omnibus to either MemoryStore, Sentinel Cluster, or Redis Cluster

We should probably consider documenting this strategy in the handbook or our doc portal.
