Add a helm-explicit-feature-gates block to the GitLab Duo MR review
instructions, gated on the `helm` Copier question. It asks reviewers to
flag implicit feature-enablement paths and prefer a single explicit
`<feature>.enabled` boolean, motivated by a multi-hour S1 incident
caused by double-latch defaults.
