Add release_platform_enabled: true to standard-build and golang-build
component inputs when release_platform is enabled. This ensures
release-platform projects opt in to the correct CI behaviour.

Also adds a migration script (1.50.0) that bumps existing projects
below @v4.2 and injects the input into their .gitlab-ci.yml.

Move runway deployments to the security mirror
