Add the Caproni-based local development environment together with the
DNS-1035 / OCI lowercase guarantees it requires to actually deploy:

- Caproni cluster config, Fairway manifest, TUBE build/test wiring,
  and supporting scripts gated behind 'release_platform'.
- Lowercase validators on 'project_name' and 'gitlab_namespace' plus a
  computed 'project_slug' for k8s/Helm/Caproni metadata names that must
  match '^[a-z0-9]([-a-z0-9]*[a-z0-9])?$'.
- Migrations for existing projects: backfill 'gitlab_namespace' from
  the git remote, lowercase mixed-case answers, append the new tools
  to '.tool-versions' (skipped by '_skip_if_exists'), and re-run
  'update-asdf-version-variables.sh' so the CI vars file stays in sync.
