Add GitLab Duo Code Review instructions specific to this repository that:

1. Warn reviewers when modifying templates for files in _skip_if_exists,
   since those changes won't propagate to existing projects during
   copier update (only new projects will get them)

2. Remind reviewers to keep the Duo instructions in sync when modifying
   copier.yml, especially the _skip_if_exists list

This helps prevent situations where template changes are merged without
realizing a migration script is needed for existing projects.

Add a copier question asking if the project uses the GitLab Release
Platform. When enabled, the generated .gitlab-ci.yml includes the
unified release-platform component from common-ci-tasks.
