fix: add editorconfig for Makefiles 

Lots of our projects have Makefiles, those need to be tab-indented.

We use a simple script to append this to `.editorconfig` so we don't
need to rely on the diff applying correctly. From now on, we ignore
the `.editorconfig` in copier updates, but rely on scripts to update
the content if needed.
