feat: no dual pipelines in gitlab-ci 

At present, checkov is failing with a warning about gitlab-ci generating
dual pipelines.

The warning is irritating, but it is also true. Most gitlab projects
spawn multiple pipelines. It's unfortunate that this bug was introduced
into our product in the first place (would anyone ever want dual
pipelines? I don't think so).

However, we have them and they're unlikely to go away anytime soon.
This change ensures that their disabled on all template projects.
