Adds an `integration_test_args` input (default `./...`) and forwards it to the
go-test component so release-platform consumers can scope which packages the
`test:go:integration` job runs — mirroring the existing `integration_services`
forwarding. Pairs with modular-feature-testing!34.

Bumps the go-test / go-contract-test pin to v0.3.0, the release carrying the
`integration_test_args` input + extensible `.test:go:integration` base.
