chore(deps): update pre-commit hook gitlab-com/gl-infra/common-ci-tasks to v4.16

Adds an opt-in boolean input that gates the Runway production deployment
behind a manual play in the downstream deployment-project pipeline.
Staging continues to deploy automatically. Defaults to false, so behavior
is unchanged for existing consumers.

The input is forwarded into the runwayctl kubernetes-v2-service include
as 'manual_production_deploy', which runwayctl plumbs through to the
downstream upload job as MANUAL_PRODUCTION_DEPLOY.

Also bumps runwayVersion to v4.46.0 and fairwayVersion to v1.29.0.
