GL_COMMON_CI_TASKS_SKOPEO_VERSION used datasource=github-releases
(containers/skopeo), so Renovate advanced it to 1.23.0 -- a GitHub release
whose image was never published to quay.io/skopeo/stable (newest there is
v1.22.2). The release-platform sync step pulls
quay.io/skopeo/stable:v${SKOPEO_VERSION}, so sync-registry-artifacts fails
with "manifest unknown" for every Release Platform consumer.

Point the pin at the artifact that is actually consumed -- datasource=docker
depName=quay.io/skopeo/stable, with extractVersion to keep only clean vX.Y.Z
tags -- and roll the value back to the newest published image, 1.22.2.
