Read the `.tfmoduleignore` file from the `TERRAFORM_MODULE_DIR`
variable instead of always looking at the repository root. This
allows projects with `module_dir` set to a subdirectory to place
their ignore file alongside the module source.

Backwards compatible: when `module_dir` is `"."` (the default),
the path resolves to `./.tfmoduleignore` which is equivalent.
