Fixes a link in the Disqus footer of every page in Gitlab docs.

It looks like https://about.gitlab.com/handbook/marketing/developer-relations/community-advocacy/#docs-comments was moved to https://about.gitlab.com/handbook/marketing/community-marketing/community-advocacy/#docs-comments.
