Duplicate anchor links on the Search API TOC

Description

The Search API documentation includes the same anchor links for projects scope, issues scope, etc. for each primary section (Global Search API, Group Search API, Project Search API):

• Scope: projects
• Scope: issues
• Scope: merge_requests
• ...

This makes the TOC links unusable since most of the scopes with the same name generate the same anchor link.
