Handbook updates and Hackathon note addition

This MR contains updates to projects, consolidation of showcase content and the section addition for Hackathons to advocate for them going forward within Ops

The intent is to inspire creativity and encourage collaboration amongst those you may not have the opportunity to work with on a regular basis, set aside regular milestone deliverables, and have some fun with tackling different challenges.
