Show new TW field at section level

Why is this change being made?

Technical Writing Managers are now assigned to key sections in the platform. The twm field was introduced to track these assignments in sections.yml: Add twm for technical writing manager (gitlab-com/www-gitlab-com!141862 - merged)

This MR displays that data in the handbook. The existing twTeam variable handles a special case to show a team member or a Slack channel, so I used a new twmTeam variable. I added logic for this in the existing display code to avoid duplicating the label.
