This MR improves the "Declaring a PCL" section to make it clearer and easier to follow.
Changes
Restructured the "Declaring a PCL" section with:

Added introductory context - explains upfront that PCLs can be planned or emergency, and references the Recent PCLs table for recurring events

Converted roles to a table - easier to scan and understand at a glance

Split into two distinct workflows:
- Declaring a planned PCL - for recurring holidays with 4 clear steps
- Declaring an emergency PCL - for unexpected situations with streamlined process

Added explicit ownership - each step clearly indicates which team is responsible (in parentheses)

Included cleanup steps - explicitly documents what to do after the PCL ends (step 4 in planned PCL)

Better organization - numbered steps with clear phases and actions
