Why is this change being made?

This MR adds a new design document for the dashboards layout framework. This functionality is something that groupplatform insights has been working on for a long time, in conjunction with other teams within devopsmonitor and devopssecurity risk management. It is now getting to the point where having a living document acting as a single source of truth (SSOT), is more required than ever.
