Blog post about artifacts management

Summary: Based on the results of the artifacts management survey we did some time ago, we still have some open questions that should be addressed. The plan is to create a blog post with results (see https://gitlab.com/gitlab-org/gitlab-ce/issues/37138) and ask for comments on them.

We also have a lot of contacts that agreed to be contacted for further investigation, they should be notified directly when the post is out.
