Break up main Engineering handbook page

https://about.gitlab.com/handbook/engineering/ is very long and contains lots of different types of content:

1. Development principles
2. Development processes
3. Engineering Allocations
4. Hiring practices
5. etc.

We can probably move a bunch of these to dedicated pages and get the main page to be more streamlined.
