Set up dedicated CI runner

Shared runners are disabled for this project so some random runner doesn't end up running our chatops jobs on the same host used for other projects. This however means we need our own dedicated runner(s) for this project to process both chat and regular pipelines. Said runner would also have to have access to our infrastructure (in some shape or form) so we can connect to our database, Chef, etc.
