Add #production/#announcements notification to feature-flags

In gitlab-com/gl-infra/production#5367 (comment 659681733) we discussed adding some more notifications for feature-flags, thinking we should either use #production (or #announcements) for notifications.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
