Guest Writers program - Introduce a scalable writing system

Add to Handbook and landing page

On https://about.gitlab.com/community/writers/ instead of asking people to submit a proposal ask them to:

• Select an issue from https://gitlab.com/gitlab-com/blog-posts/issues or create a new one
• Leave a comment '@amara I would like to write this and accept the terms on LINK. Below follows my writing sample'
• Amara will the sample and when it is good leaves a comment 'you got it' and assigns the issue to the writer
• The writer forks https://gitlab.com/gitlab-com/www-gitlab-com/ and submits an MR with the proposal and assigns the MR to Amara
• Review happens in the MR
• After the MR is published we email the writer to wire the money.
