Blog post about artifacts management

Based on the results of the artifacts management survey we did some time ago, we still have some open questions that should be addressed. The plan is to create a blog post with results (see https://gitlab.com/gitlab-org/gitlab-ce/issues/37138) and ask for comments on them.

We also have a lot of contacts that agreed to be contacted for further investigation, they should be notified directly when the post is out.
