Add Iteration Training Template to Product Project

In order to get better at iteration as an org, we are considering several avenues for training.

In a previous MR, @craig-gomes submitted an issue template for iteration training to the www-gitlab-com project. I thought it was a great thing to have each of our PMs go through, so copying it over as a template to the product project.
