Establish process for reviewing cross-team blocked issues

Overview

In Verify we have a handful of issues that end up being blocked across product groups and this ultimately delays a roadmap from being effectively executed. I would like to proactively monitor and unblock the scope.

Proposal

Established a blocked issue board and issue template that gets reviewed weekly for triage
