Remove Banner about free offer CI/CD Minute and Public Project changes to users of free projects

Current Banner

We want to remove the banner informing users about the changes to the free offer CI/CD minutes and public projects entirely on June 30. The current banner states: Existing free tier public open source projects will have to [enroll in the GitLab's Open Source Program](https://about.gitlab.com/blog/2022/02/04/ultimate-perks-for-open-source-projects/) before July 1, 2022 to continue to receive GitLab Ultimate benefits. The banner is currently controlled through a feature flag, so it can be switched off easily. We should also remove it from the codebase, though.
