Transition plan: Migrate "Content Sites" (about.gitlab.com & internal handbook) ownership to Cheif of Staff team

Brief Overview
This issue is designed as the SSoT to capture the transition plan for the content sites to People Team Fullstack Engineer as the official DRI.
Plan
- Working closely with the hiring DRI in PeopleOps, we will establish a set of requirements for a People Team Fullstack Engineer, which will closely represent or mirror the Single Engineering Group. This allows the Content Sites DRI to make rapid progress on both the technical and strategic issues.
- The ~"group::editor" will support this new DRI through a knowledge handover in the form of the information we have collected through the past which will be linked in this issue below under "Reference Links".
- The People Team Fullstack Engineer will act as the Content Websites DRI, with the scope of responsibility as described in the content websites responsibility. This will also involve coordinating with Michael Preuss for ongoing negotiation/evolution of where the Content Sites vs. Marketing boundaries are.
- In the beginning, during the new People Team Fullstack Engineer onboarding experience the ~"group::editor" EM will act as a stable counterpart for them, offering guidance for technical issues(who to reach out to etc) until they have a solid grasp of how to move forward without input from other teams. This is a normal part of any onboarding process for new engineers.
- The ~"group::editor" team can best support PeopleOps by ensuring the Strategic Handover for Handbook DRI document is fully up to date when the People Team Fullstack Engineer is being onboarded as the issues that affect the content site vary and we want to ensure they are looking at the right issues.
