Create MRs to Product PI for Error Budgets

Overview

I will be adding the dashboards to the following pages:

This is in an effort to:

  1. Make it super easy for product managers to adopt Error Budgets into their PI cadence
  2. Reduce friction for the PM and remove any blockers for them

If it's handier, this is the list of links directly to the group dashboards. The error budgets panel on the top will be expanded by default when we've finished gitlab-com/gl-infra/scalability#946
