EVPP KR1: Increase Stages per Active Namespace for accounts less than 90 days old to >1.7

We are going to drive this KR through two distinct initiatives.

1. Growth team's work to explicitly move SPAN
2. DevOps Product team work to drive SMAU

Why are we taking this dual approach?

We know that there is a strong correlation between SPAN and SMAU. Having said that the product management team does not have adequate understanding or instrumentation to predict SPAN increase in any meaningful way. At the same time, they have a slightly stronger understanding of SMAU and driving it.
