Update pa11y-ci job for reporters

Update job for Pa11y CI HTML Reporter v4 which uses the reporter interface and has deprecated the CLI. In the current state the script runs as expected and generates the JSON file, but the HTML reporter fails in after_script (which does not fail the job).
