Experiment using minisign as a replacement for gpg

minisign a simple tool for signature verification that is much smaller than gpg and its associated libraries. It significantly reduces the installer and updater file sizes by more than 1MB, bringing the network installer executable size from 3MB down to 1.9MB, and the updater size from 1.5MB down to 261KB.
