Licence for the specification

It seems that the current specification has no licence, IP rules, whatever. This may be a problem, for instance for translations since typically translators need to be authorized by the licence and, in return, are bound to it.
I don't have specific suggestions but I suggest 1) a liberal licence, authorizing any use, even forking 2) but with a "trademark-like" item saying that, if you modify it, you can no longer call it Gemini.
