exclude systemd-208-99 from the cah repo

Add continuous release repo from centos, which provides new packages a bit earlier than the standard repos, for nightly build purposes.

sync w/ upstream metadata

 remove the single command, split to facilitate signing

split into stage1, stage2 and squeeze in the sign script for those who need it

start a stub to start documenting what tests we need

add cockpit-ostree and cockpit-docker

exclude ostree-2016.1-2.atomic.el7 for now

stage1: Generate an ostree summary file

This is a new(er) metadata file that allows enumerating branches, and
helps support metalinks and static delta GPG.  See:
